Changes in System Software:
1: Save Data Backup Feature-
Users can now back up save data for downloadable versions of Nintendo 3DS software and most Virtual Console games
2: Improved system stability and usability-
Further improvements to overall system stability and other minor adjustments have been made to enhance the user experience.

and i would bet a pond to a penny that the soon to be released GATEWAY 3DS cards is blocked... ;)
advice is to not update...
an update for the dstwo card is available already.
